Chapter 54 Meeting Notes: December 2010


Minutes of the monthly meetings are provided here for the convenience of those unable to attend the meetings, and are not to be considered official Chapter records. Only those documents produced and retained by the Chapter Secretary are official. Minutes are posted in the month that they are taken, not the month that they are read and approved. The list of those present is inclusive, and may include non-members and guests.


Chapter 54 Meeting Minutes: December 2010

Date: December 9, 2010

Time: 1:00 PM

Location: WHRO Studios, Norfolk, VA

The meeting called to order at 1:17 PM by Chairman Charles Stutsman.

Self-Introductions:

November Meeting Minutes were read by Charles Stutsman.

Committee Reports(s):

Treasurer's Report was given by Treasurer Raymond Lenz.
Disbursements and receipts:
None There have been no receipts.
Balance in Chapter Accounts:
Checking: $3,633.41
Certificate of Deposit: $2,010.78
Petty Cash: $269.05
Total Chapter Assets: $5,909.96

Ray also reported the certificate of deposit is maturing on December 22.
Ray recommended the chapter put the proceeds in the checking account and
then determine the best instrument to re-invest the money in.

Chris Gunnefson made the motion to cash out the CD and put the money into the
checking account. Both John Heimerl and Tom Jordan seconded the motion.
The motion was passed by the membership unanimously.

SBE National: SBE is asking the FCC to extend CAP until September 2011.

EAS: Charles Stutsman read the EAS report submitted by EAS Co-Chairman Billy Harrison.
The EAS/CAP deadline has been extended to September 30, 2011. The new system using CAP
version 1.2 will be implementing the Integrated Public Alert and Warning System (IPAWS) which
will be internet based and continue to partner with NOAA.

Certification: December 30, 2010 is the deadline to apply for the February 2011 Certification Tests.

Frequency Coordination: Nothing to report.

Web: Certification scehdule has been updated.

Membership: Charles Stutsman read the report submitted by Membership Chairmen Richard Dyer.
The chapter has 65 members, 22 of which are certified and 7 Sustaining members.
Azcar is no longer a sustaining member and should be removed from the meeting notice.
Ray Lenz noted the others are current except for JVC and the Whitlock Group. JVC was at
the meeting and said they would take care of their membership after the meeting.

Digital Transition: Nothing to report.

New Business:

SBE Short Circuits was published via email just before the meeting. The SBE website
is being revamped and will contain a new calendar. Membership fees are going up by
$5.00 per year and Certification fees are going up by $2.00 or $3.00 per test. There are
three educational programs scheduled for 2011 – webinars “Mathematics of Reliability” in
January, SBE RF Safety Course for Broadcast Engineers in February, and on-site workshops
in Sacramento in February and the Leadership Development Course in Atlanta in August.

Bob Boone also passed on a 4-day course in Richmond, VA on February 8-11. This is on Fiber
Optic installation and repair sponsored by the Light Brigade Company. Registration can be
made by calling 1-800-451-7128.

Program: Dwayne Kersey of JVC presented the current version JVC LCD Monitors. Dwayne discussed
the differences broadcast engineers must take into consideration when evaluating LCD monitors
in contrast to the CRT monitors that we have been used to. Dwayne also discussed the differences
in the various manufacturers LCD pointing out that the displays for all the monitors are built by
one or two third party vendors. The competition is in the circuits driving the display.

The meeting ended with the annual Christmas Raffle/door prizes.
