Chapter 54 Meeting Minutes: September 2010

Location: WHRO Studios, Norfolk, VA

The meeting called to order at 12:26 PM by Chairman Charles Stutsman.

The meeting was held one hour earlier and the speaker spoke first due to an airline flight schedule.

Program: Steve Lampen with Belden Cable present Belden video and audio cable designs.

Self-Introductions:

August Meeting Minutes were read by Secretary Billy Harrison.

Committee Reports(s):
Treasurer's Report was given by Treasurer Raymond Lenz.
Disbursements and receipts:
A check in the amount of $247.20 was written to Orapax for the August meeting lunch.
A check in the amount of $247.20 was received from Ikegami to pay for the August lunch.
Checks in the amount of $75.00 each were received from Bob Bush at Evertz,
John Heinke at Digital Video Group and from Rhode and Schwarz for another year’s
sustaining membership.

Note: When I made the deposits on August 25 using an ATM I inadvertently inserted my personal card
and deposited $397.20 into my personal account. When I inquired the bank told me this happens all the time,
there’s nothing they can do at the local branch and to just wait to see if the checks bounced back before
doing anything. As the checks have not bounced back, I deposited a personal check for that amount $397.20,
into the SBE account on September 7th.

SBE National: Nothing to report.

EAS: SBE's EAS Exchange have identified a radio commercial being aired for the oil company, ARCO,
a subsidiary of BP, which uses simulated EAS header tones at the front of the message. The
message contains the spoken phrase, "This is a test." and then the simulated eight second header
tone is heard. It has been reported that the header tones are played faster
than 1100 baud but have tripped some EAS units monitoring stations that air the commercial.
Although the problem will only affect stations that both are being monitored and play this specific
commercial but the SBE recommends stations check the affected commercial material.
The existence of this audio may be considered an FCC violation.

Certification: Nothing to report.

Frequency Coordination: WHRO-FM and WHRV-FM will begin building four FM stations to expand Eastern Virgina public radio coverage.
WGNT-TV has changed it STL path from Vertical to Horizontal and the location of the transmitter to 720 Boush Street, Norfolk.

Membership: Nothing to report.

Digital Transition: Nothing to report.
